Perimeter Infrastructure

The Borders Authority of the Velocity Interoperability Network is responsible for the physical boundary of the Velocity Interoperability Network: the fencing, sea wall, lighting, markers, signage and cameras that mark the boundary and secure it between the crossing points. The perimeter is 41.3 kilometres long and is recorded in the register of boundary sections in four sections, each with its own record of condition and its own programme of works.

The register was compiled during the transition period from the records of the member organisations that kept each part of the boundary until establishment. Those records were of varying age and quality, and the condition recorded at establishment is therefore provisional until the full survey of September 2026 is complete. Where the records showed a section to be defective, the Authority has taken the defect as confirmed and has programmed the works.

The register of boundary sections. The table below records each section, its length, the crossing points on it, its condition at establishment and the works required. Meridian Rail Crossing, where the rail corridor passes through the northern section, is recorded against that section.

Assets of the perimeter. The Authority took over the following assets at establishment. Quantities are those recorded by member organisations and will be confirmed by the survey.

The works programme to March 2027. The programme below was published at establishment. Works that affect a crossing point are announced as notices before they begin, and the dates below may be adjusted in the light of the survey.

1. 14 to 25 September 2026

   Full survey of the perimeter

   Surveyors walk and record the whole of the 41.3 kilometres, confirming the condition recorded at establishment and fixing the quantities for the works that follow. No crossing is closed; surveyors work outside the crossings' busiest hours.

2. October 2026

   Lighting renewal, western section

   Replacement of the 214 lighting columns beyond serviceable life along the western section, including the approaches to Westbrook Freight Gate and Westbrook Road Crossing. Night-time lane reductions at Westbrook Road Crossing on the dates published as notices.

3. November 2026 to January 2027

   Fencing replacement, eastern section

   Replacement of 3.4 kilometres of defective fencing between Eastfield Road Crossing and Ashgrove Crossing. Temporary fencing is in place throughout; Ashgrove Crossing keeps its published hours.

4. February 2027

   Camera coverage at the three remaining crossings

   Installation of camera positions at Hollowmere Lane Crossing, Ashgrove Crossing and Westbrook Road Crossing, and replacement of the 41 remaining signs with the Authority's standard signage.

5. March 2027

   Camera coverage complete; register updated

   Camera coverage at every crossing point. The register of boundary sections is updated with the results of the works and the perimeter is declared serviceable throughout.

6. Forthcoming

   Annual condition report

   The Authority's first annual report on the condition of the perimeter, to the Interior Department and the Network, will follow a second full survey in the summer of 2027 and will be announced in the Newsroom.

Reporting damage to the perimeter. Anyone who finds the boundary damaged, whether fencing down, lighting out or a marker missing, may report it to the Authority. The steps below apply.

   Step 1: Note the location

   Record the nearest boundary marker number, which appears on the white plate fixed to every marker post, or the nearest crossing point and the direction and distance from it.

   Step 2: Write to the Authority

   Send the location, a description of the damage and, where safe to obtain, a photograph to the Authority's email address. Damage that leaves the boundary open, or that creates an immediate danger, should also be reported at the nearest staffed crossing point so that an officer can attend at once.

   Step 3: The Perimeter Directorate inspects

   Reported damage is inspected within one working day and made safe at the inspection. Permanent repair is scheduled according to the severity of the damage and is recorded against the section in the register.

   Step 4: You are told the outcome

   The Authority confirms by email what was found and when the repair was or will be made. Reports are included, without the names of those who made them, in the quarterly statistics.
