Statistics

The Borders Authority of the Velocity Interoperability Network publishes statistics on the boundary of the Network: crossings by persons and by goods vehicles at each crossing point, declarations of goods and refusals, the time a check takes, closures of crossings and the condition of the perimeter. This first release covers the transition period from 10 August to 5 September 2026, during which member organisations transferred their boundary functions to the Authority, and records the position at establishment on 6 September 2026.

The figures for the transition period were compiled from the records of member organisations under interim arrangements. Not every crossing kept records to the same standard: Hollowmere Lane Crossing and Ashgrove Crossing recorded crossings by tally rather than by document, and goods vehicles at road crossings were recorded only where a declaration was made. The figures are therefore provisional and will be revised in the Authority's first quarterly report, when four weeks of its own records are available.

Crossings by crossing point. The table below records the crossings by persons and by goods vehicles at each of the eight crossing points, and the declarations of goods received. Under the interim arrangements the drivers and crews of goods vehicles were recorded with the vehicle rather than as persons; the persons recorded at Westbrook Freight Gate are those who presented a document separately. The Authority records drivers as persons from 8 September 2026. Commercial consignments during the transition were cleared under the consignment records of member organisations and are not counted as declarations; the advance declaration procedure begins on 8 September 2026.

Northgate Crossing and Meridian Rail Crossing between them account for more than half of all crossings by persons. Westbrook Freight Gate handled 44 per cent of goods vehicles, and the remainder used the road crossings under the interim arrangements; from 7 September 2026 goods vehicles are admitted only at Westbrook Freight Gate and Southbank Quay, and the Authority expects the distribution to change accordingly.

Refusals of goods. Ninety-six refusals were recorded during the transition period. No person was refused entry to the Network by the Authority, decisions on admission being for the Immigration Department; referrals to that Department will be reported from the first quarterly release.

Duration of checks. The Authority measures the time from a traveller's arrival at the officer's position to the return of their documents. The table below records, for each crossing, the median duration for persons, the proportion of checks on persons completed within ten minutes, and the median duration for goods vehicles, including the receipt of any declaration. The Authority's target is for nine in ten checks on persons to be completed within ten minutes at every crossing.

Southbank Quay fell short of the target during the transition period, reflecting the arrival of passengers in large groups from each vessel; a second passenger position opens there from 7 September 2026. Durations at Eastfield Road Crossing reflect the number of goods vehicles using it under the interim arrangements, which ends on the same date.

The Authority will publish statistics quarterly. The next release, covering the quarter ending 30 September 2026, will be published in October 2026 and announced in the Newsroom. It will add referrals by department, unplanned closures and their duration, and reports of damage to the perimeter.
