Notices

The Borders Authority of the Velocity Interoperability Network publishes a notice whenever the arrangements at a crossing point change: when a crossing opens or closes, when its hours change, when works affect its approaches or lanes, and when a new requirement applies to travellers or carriers. Notices are published here before they take effect wherever possible, and are also displayed at the crossing points concerned.

Every notice carries a reference number, the date it was issued and the period it is in force. A notice that has expired is removed from this page and retained in the Authority's records. Notices are agreed with the Transport Department and, where they concern Southbank Quay, with the Maritime Authority and the Ports Authority, through the arrangements described under Coordination.

Current notices. Seven notices are in force or forthcoming as of 6 September 2026.

Crossing points staffed by the Authority from Monday 7 September 2026

Northgate Crossing, Eastfield Road Crossing, Southbank Quay, Meridian Rail Crossing and Westbrook Road Crossing are staffed by the Authority from 06:00 on Monday 7 September 2026, or from the start of their published hours where later. The register of crossing points and hours applies at these crossings from that time.

Interim arrangements continue at three crossings

Westbrook Freight Gate passes to the Authority on Tuesday 8 September, Hollowmere Lane Crossing on Wednesday 9 September and Ashgrove Crossing on Monday 14 September 2026. Until those dates the interim arrangements of the transition period continue at each, and travellers should follow the instructions of the officers on duty.

Advance declaration of commercial consignments required from 8 September 2026

From the passing of Westbrook Freight Gate to the Authority on Tuesday 8 September 2026, every commercial consignment must be declared in advance by the carrier. Consignments arriving without a declaration are directed to the holding area until one has been made and transmitted. Carriers who have not yet lodged declarations should write to the Authority.

Survey of the perimeter, 14 to 25 September 2026

Surveyors will walk the whole of the perimeter between Monday 14 and Friday 25 September 2026. No crossing is closed and no hours change. Surveyors carry Authority identification and work outside the busiest hours of each crossing; travellers may see them on the approaches and on the inspection track.

Southbank Quay: berth 2 closed for maintenance, 21 to 25 September 2026

Berth 2 at Southbank Quay is closed for maintenance of its fendering from 06:00 on Monday 21 September to 18:00 on Friday 25 September 2026. Passenger and cargo vessels use berth 1 during the closure; the Ports Authority has adjusted the berthing schedule and will advise vessels of their times. The passenger positions and the holding area for goods are unaffected.

Westbrook Road Crossing: night-time lane reductions during lighting renewal, October 2026

During the renewal of lighting on the western section in October 2026, two of the four lanes at Westbrook Road Crossing will be closed between 22:00 and 06:00 on working nights. The crossing keeps its published hours of 06:00 to 21:00 and is therefore closed to traffic during the works period in any case; the reduction affects the approach roads, which remain open. Dates of working nights will be published as a further notice once the survey has fixed them.

Standard signage to be installed at every crossing

The Authority's standard signage, marking lanes for each type of traffic, the declaration lane and the secondary inspection area, is being installed at every crossing point during September 2026. Where the new signs are not yet in place, follow the instructions of the officers on duty.

Schedule of changes and works. The table below brings together the dates in the current notices and in the perimeter works programme, so that travellers and carriers can see at a glance what is planned at each crossing.

Unplanned closures. A crossing may be closed without notice where there is a danger to travellers or staff, where the perimeter has been breached nearby, or at the request of the Police Department. An unplanned closure is announced at the crossing and on this page as soon as it takes effect, with the nearest open crossing on the same boundary section. The Authority aims to reopen an unplanned closure within four hours and reports the number and duration of such closures in its quarterly statistics.
